SENIOR PERSONNEL UNIT

Historical Background:

Formerly, Senior Personnel Unit was called Establishment Unit.  It was later changed to Personnel Affairs Unit in the late 1990s.  In the year 2009 the Unit was divided into two which included Senior Personnel Affairs Unit and Junior Personnel Affairs Unit in which the officers of the Senior Personnel Unit treat files of the Senior Staff of the College and officers in Junior Personnel Unit handled and treat records of the Junior Staff in the College.

 

The Unit has been headed at different times by Registry Staff (both retired and serving) such as:

The Unit is responsible for attending to key personnel issues such as advertisement of vacant positions, appointment of new staff, placing of staff on appointment, promotion, annual/periodic leave, placement of Youth Corps members, among others.

Philosophy and Objectives of the Unit:

The Philosophy and objective of the Unit derives largely from the Vision and Mission of the College vis-à-vis the Registry.  The Unit has as its cardinal objective in the entrenchment of a Personnel Unit that is compliant with the 21st Century labour market so as to ensure that the objective of the College

to train and produce teachers of students with special needs at the Primary and Junior Secondary Levels of Education.

 

To ensure that the staff profile of the College are of the prescribed minimum qualifications and best practices.

 

Structure of the Unit:

Deputy Registrar (Head of Unit)       -        Assisting the Registrar in carrying out

the daily routines especially as it  

  relates to personnel matters.

 

Principal Assistant Registrar             -        Assisting the Head of Unit.

 

Senior Assistant Registrar                -        Assisting in carrying out the routines

of the Unit

 

Administrative Officers                     -        Assisting the officers in discharging

the duties that they are assigned.

 

Admin. Officer II/H.E.O.          -        Working on Nominal Roll and updating

the statistical data of Senior Staff.

 

Clerical Officers                                -        Receiving and dispatching of memos.

 

 

 

Chief Secretarial Assistant               -        Typing of memos/other secretarial

                                                               duties.

-    Mr. O. I. Olukoya former Registrar - on Leave of absence and incumbent Registrar of University of Ibadan, Ibadan.

 

Functions of the Unit:

i.    Assisting in formulating administrative budget proposal.

ii.   Advising the Registrar on general security of the College.

iii.  Attending to Personnel Matters relating to Recruitment, promotion/Advancement, Salary Administration and Salary Upgrading.

iv.  Preparation of reports:  Annual/Monthly.

v.   Undertaking Administrative Staff Deployment and Allocating Administrative facilities.

vi.  Treatment of correspondence of Staff on Sabbatical Leave Appointment, Retirement/Withdraw of Services.

vii. Provision of essential support services on Staff Welfare.

viii. Treatment of correspondences on issues relating to conversion and upgrading and opening of files for them accordingly.

ix.  Preparation of working papers for staff that is due for promotion.

x.   Treatment of correspondences of NYSC matters.

xi.  Preparation of Variations for Staff on Promotion, newly employed staff and Corpers.

xii. Preparation of Staff Nominal Roll.

xiii. Generating Statistical Data on Personnel Matter.

xiv.Verification and Processing of Staff I.D. Card Forms.       

xv. Providing Secretarial Assistant, such as Typesetting of Manuscript.

xvi. Intake and Dispatching of Mails.

xvii. Taking charge of correspondences and records of the Unit. 

 

 

 

Notable Achievements:

1.   Successful yearly Promotion Exercise

2.   Successful Staff Recruitments Exercise in the Year 2011 and 2013 respectively.

3.   Successful Conversion Exercise conducted in the Year 2014.

4.   Well articulated documentation Exercise on Migration in the Year 2015.

5.   Prompt Response to the Unit's routine duties.

6.   A well robust computerized Staff Nominal Roll.

7.   The Unit was able to put in place a good record keeping system.

 

Projected Achievements:

1.   The Unit planned to have all other sections of the Unit to be fully Automated i.e. Paperless Administration.

2.   To have improved and well furnished Personnel Unit that is fully equipped with modern working facilities.
