INTERNAL AND EXTERNAL ADVERTISEMENT FOR THE POSITIONS OF BURSAR AND DIRECTOR OF MEDICAL SERVICES
Applications are hereby invited from suitably
qualified candidates for the vacant positions of Bursar and Director of Medical
Services in the above College.
THE
COLLEGE
The Federal College of Education (Special),
Oyo is owned by the Federal Government of Nigeria. It was established in 1977
with the mandate of producing specialized teachers at the NCE level who upon
graduation will be ingrained with skills and competencies that will enable them
teach both ‘normal’ and persons with special needs at the primary school as
well as the lower level of secondary education.
While having the entire country as its
catchment area for student admission as part of its uniqueness, it is the only
College of its kind not only in Nigeria but also in the Sub-Saharan Africa. In
addition to being the only educational institution with the largest
concentration of students and staff with special needs, it has the largest
number of specialized equipment in special needs education than could be found
in any tertiary educational institution in Nigeria. The College has been
designated Centre of Excellence for Research in Disability in Nigeria by the
Education Trust Fund (now TETFUND) since 2002. It is also one of the few
Federal Colleges of Education recently approved by the Federal Government to commence
running of Dual-Mode Program. That is,
simultaneous running of both NCE and Degree programmes leading to the award of
Bachelor’s degree in addition to the Nigeria Certificate in Education.
The College has grown over the years, and
presently has very large number of student population of diverse cultural
background, orientation and exposure. It also has an increasing population of
Degree students, from its initial affiliation with some Universities,
undergoing studies along with the NCE students within the same campus.
THE
JOB OF BURSAR
The Bursar is a Principal Officer, Management
member, Chief Finance Officer of the College and heads the Bursary Department.
He/She is responsible for the day-to-day management of the finances of the
College and shall be responsible to the Provost in the role. He/She shall
interpret the financial regulations as well as all related government directive
and policies, coordinate the financial operations of the College and advise the
Provost on their appropriate implementation. He/She shall also be responsible for
preparation and rendering of periodic and/or annual financial reports of the
College, and shall perform other related duties as may be assigned by the
Provost.
QUALIFICATIONS/REQUIREMENTS
(i) Candidates must possess a good honours
Degree in Accounting/Accountancy or Finance from a recognized institution of
higher learning with at least 21 years post-qualification cognate experience
with full registration with a recognized Professional Accounting Body
(ICAN/ANAN/ICCA/ICMA/CIPFA/ICPA). In addition, possession of relevant Master’s
degree in Accounting or Finance is required while Doctoral degree in same
discipline will be an added advantage.
(ii) Persons who are or have previously served
as a Bursar need not apply.
(iii) Must have been a Deputy Bursar (CONTEDISS
15) for not less than five (5) years in a public tertiary educational
institution, preferably in a College of Education.
(iv) Must possess sufficient evidence of continuous
attendance of mandatory professional development.
(v)
Must be computer literate and be
proficient in relevant accounting applications and packages.
THE CANDIDATE
The
ideal candidate must:
(i) Be a person of high integrity, honesty,
transparency with appreciable ethical standard in budgeting and fund
management.
(ii) Demonstrate high leadership capability, be
team-spirited and result-oriented.
(iii) Be well versed in the knowledge and
application of Government Financial Regulations.
(iv) Be able to effectively communicate the
financial situation of the College and render financial advisory services to
critical stakeholders.
(v) Possess problem-solving and strategic
thinking skills in relation to his/her professional role and the governance of
the College.
(vi) Be a person who is not likely to pursue or
promote ethno-religious tendencies or self-centeredness.
(vii) Demonstrate capacity for creativity and
innovation for the improvement of the finances of the College.
TERMS OF APPOINTMENT
(i) The appointment shall be for a single
term of five (5) years commencing from the date of assumption of duty and no
more, while the candidate should not be
more than fifty-nine (59) years old as at the date of assumption of duty.
(ii) The salary, remuneration and other perks
shall be as contained in the Terms and Conditions of Service for Colleges of
Education in Nigeria, as relating to the position, as well as other government
regulations as may be issued from time-to-time.
THE COLLEGE MEDICAL
CENTRE
The
College Medical Centre provides 24 hours health services to a large population
of staff and
students
of the College as may be found in a standard Health/Medical Centre in tertiary
educational
institutions. It runs maternity services and serves as an accredited health
service
provider
under the National Health Insurance Authority. It has over the years provided
effective
health service delivery for the smooth running of the College.
JOB OF DIRECTOR OF
MEDICAL SERVICES
The
Director of Medical Services shall:
(i)
Take charge and be
responsible for the day-to-day running of the Medical Centre.
(ii)
Ensure quality
patient care.
(iii)
Be responsible to
the Provost for the smooth running of the Medical Centre.
(iv)
Advise on government
healthcare policies as appertaining to the College.
(v)
Provide professional
advisory on procurement and deployment of medications and equipment.
(vi)
Perform other
related duties as may be assigned by the Provost.
JOB
REQUIREMENTS
Candidates
must possess:
(i)
MBBS and
registration with the Medical and Dental Council of Nigeria, with 18 years post
qualification cognate experience and post graduate medical qualification in
medicine.
(ii)
Full registration
and passing the Part I Fellowship of the National Post-Graduate Medical College
of Nigeria or its equivalent in any relevant area of specialization.
(iii)
Valid medical
practice license.
(iv)
Candidate must have
been a Consultant Specialist/Chief Medical Officer for a minimum of five (5)
years preferably in a public tertiary educational institution.
(v)
Be proficient in ICT
with capacity to deploy applications and packages relevant to medical service
delivery.
(vi)
Possess sufficient
evidence of continuous attendance of mandatory professional development.
(vii) Persons
who have been or are presently Director of Medical Services need not apply.
THE

The ideal candidate must:
(i)
Possess pleasant
personality with high level of integrity and ethical standard.
(ii)
Have strong
leadership, exceptional communication, problem-solving, clinical risk
management skills, with a deep understanding of healthcare regulations,
standards and compliance requirements.
(iii)
Be able to build
collaboration, be team-spirited and have drive for uncommon result delivery.
(iv)
Demonstrate high
emotional intelligence and have a deep knowledge of psychology of patient,
particularly students, in tertiary educational institutions.
TERMS
OF APPOINTMENT
(i)
The appointment
shall be for a single term of five (5) years effective from the date of
assumption of duty and no more while candidates must not be more than fifty-nine (59) years old as at the date of
assumption of duty.
(ii)
The salary attached
to the position is as applicable to medical officers in the Federal Public
Service. Other conditions are as contained in the Terms and Conditions of
Service for Colleges of Education, and as may be amended from time-to-time.
